When I rinse solution drains from my nostrils but on one side my eye fills with solution too. Does this mean I have a block tear duct? I began rinsing due to sinus pain in my forehead above my nose when I cough or sneeze or laugh. Could this be connected.

You seem to be having an inflammation to cause the pain. There is a connection between the nose and the eye via tear duct. Please do not squeeze the bottle hard. Gentle squeeze is very important to avoid pressure and water coming up towards the eye via lacrimal duct.
