What age can I safely begin to use the sinugator from? We have been using breastmilk, but only a few ml up until now.

As far as the Sinugator use, I suggest that you wait till the child is at least 18 to 24 months unless you think that child can handle by the first birthday.  With Sinugator, you can control the flow very well.  Consider other choices such as saline ampoules that we manufacture or saline sprays with a fine mist spray nozzle. Nasa Drops or Naspira ampoules are good and safe choices.
