I have a blocked clogged sinus cavity on one side…can and or will i be able to rinse with netipot safely?

You should never perform nasal irrigation with a completely blocked nasal passage as this can put pressure on your eardrums. If your nasal passage is blocked, you can try using an over the counter decongestant spray to ease the congestion. Wait about 15 minutes until you have some airflow and then do the sinus rinse. As long as you have airflow through your nasal passages, it is safe to rinse.
