Is it ok to rinse with a partial blockage? Should I be able to breathe 100% through my nose before rinsing? Usually - especially in the morning - one side is partially or completely blocked for the first 1 2 hour or so. Then it slowly clears up to about 70%. What do you recommend?

It is safe to rinse with a partially blocked nasal passage. Do wait until it has opened up a bit and make sure you blow your nose gently after rinsing.
